Do you have anything to prove that you belong to the dog? Is it licensed? Microchip? If not, you're probably out of luck. I've been in this situation and thankfully, I had vet records. Even if you have a photo - anything - and the person still refuses, call the police but make sure you can support the fact that the dog is indeed "yours."
