HELP needed desperately! Cocker scratching for 5 months now.

After 16 yrs. Vet. Tech & 21 as groomer I am stuck. A 4 yr.s old cocker I groom suddenly began scratching 5 months ago. No change in home, diet, or shampoo. Been working with a vet. to figure this out. Tried steroids, benedryl, oatmeal & allergy shampoo..longer hair, shorter hair..all the above and she is still scratching. HELP! Any ideas appreciated. I am just sick that after all my experience I can't figure out what the problem is or how to make her feel better. It is every day...all day long...to the point of bleeding! No ear infection or signs of bugs, or "breaking out' anywhere on the dog....just this uncontrolable scratching. I know we have had a dry year but this is nonsence. I have treated her with moisturizing shampoo, anti-itch shampoo, anti allergy shampoo, oatmeal shampoo with conditioners in all. Please..if anyone has any ideas please send me a message. Thanks!!
