9 kg, that's just under 20lbs. I'm not an expert by any means, but that does seem a little bit heavy for such a small breed. You obviously love her very much to be asking this question in the first place! Have you asked your vet's opinion on the matter?

You can tell if a dog is overweight by feeling around the rib cage area. The basic rule is that you should be able to feel the ribs but they shouldn't stick out of the skin. It should feel like they are hidden under a thin layer of fat kinda feels like if they were sticks wrapped in a thin blanket. If you cannot feel the ribs at all then you should definitely cut back on food.
It is hard to tell if a dog is overweight from how much they weigh alone, if you have a very large Shih Tzu then it might be normal for her, however i do agree that 9Kg sounds like a lot for a normal size Shih Tzu.
